Phineas Banning laid the town out in 1858 and named it for his birthplace in Delaware. Today about a fifth of its nine square miles is refinery, roughly three and a half times the land given to parks, and the neighbourhood is largely Latino and heavily foreign born. It carries the pollution of the busiest port complex in the Americas at close range.
