Los Angeles created a harbour department in 1907 and annexed a thin corridor of land down to the water so the city would own its own port. It now covers 7,500 acres with 43 miles of waterfront, and together with the Port of Long Beach next door it moves more cargo than anywhere else in the Americas. Furniture, car parts and shoes come in. Scrap paper goes out.
