Manchester started in the 1860s as a railroad switch, and after 1920 the Manchester Terminal Corporation built a cotton wharf that has worked since 1926. The industry then closed in around the houses. The neighbourhood is bounded by a refinery, a rail yard and a freeway, its one green space is a park across the street from the refinery fence, and monitoring has found the carcinogen 1,3 butadiene here at well over a hundred times the levels measured in affluent west Houston.
