The Coast Guard builds all of its own ships at Curtis Bay

The Coast Guard Yard on Curtis Bay is the service's only shipbuilding and major repair facility, which makes it the single industrial base behind every cutter and buoy tender in the fleet. It is also the largest industrial site the Department of Homeland Security owns. Everything from construction to eventual scrapping runs through this one yard just south of the Baltimore city line.
