When the island joined New York City in 1898 its courts and offices were pulled out of the old county seat inland and dropped on a hilltop facing the ferry slip. Carrere and Hastings drew the French Renaissance pile that resulted, and the architect, a Staten Island resident himself, picked the site. It still holds the borough president's office.
