New Cassel, a free Black settlement that declined to join Westbury

Formerly enslaved farmers settled this ground in the middle of the eighteenth century, making it one of the earliest free Black communities on Long Island. When neighbouring Westbury incorporated as a village in 1932, New Cassel residents voted to stay outside the new boundary rather than take on village taxes. It is still an unincorporated hamlet, surrounded on three sides by places that did incorporate.
