In June 1963 the state education commissioner, James E. Allen Jr., ordered Malverne to break up the racial imbalance in its elementary schools by assigning children by grade instead of by the block they lived on. It was the first order of its kind in New York. White parents organised as a taxpayers' association and sued, a state court threw the order out in 1964, and the Court of Appeals put it back. Many of those families moved their children into private schools rather than comply.
That was 1 of the hidden places.
