The subdivision spreads over roughly 4,100 acres along Race Track Road, east of State Road 13, and was laid out from the mid 1980s as one of the largest planned communities in northeast Florida. In 1994 the state created a community development district for it, a special purpose government allowed under Chapter 190 of Florida law. The district sold bonds to build its own roads, pools, ball fields and trails, then charged the cost back to residents on their tax bills, a financing trick that built much of modern Florida suburbia. The plan runs to about 6,400 homesites.
