Stafford abolishes its city property tax and lives on sales tax

Stafford dropped its municipal property tax in 1995 and has funded the city from sales tax on its warehouses and shops ever since, the largest Texas city to do it. Residents still pay school, county and drainage taxes, just nothing to the city. Stafford is also the only place in Texas with a municipal school district, a district run by the city rather than by an independent board. The council has debated bringing the tax back as sales revenue flattened.
