Cumberland has office towers, a convention hall, a shopping mall and a Major League ballpark spread over roughly six and a half square miles of unincorporated county, and it has never had a mayor or a city council. In 1988 the property owners voted to tax themselves through a community improvement district, the first one formed in Georgia, largely to pay for their own access onto Interstate 75. The district went on to leverage its own money into hundreds of millions of dollars of road and bridge work, which is how a downtown-sized business centre grew here without anyone ever holding a municipal election.
