Hillsborough incorporates so it will never have to build a sidewalk

The estate owners on the hills above Burlingame did not want to be annexed and taxed for a neighbouring town's streets and improvements, so in April 1910 they voted 60 to 1 to become their own town. Only 89 people on an estimated population of 750 were registered to vote. The founders wrote out commercial zoning and declined to build sidewalks, and more than a century later there are still no shops and no pavements in Hillsborough.
