Houston, the city that never adopted zoning
1962
Houston, Texas

Houston voters rejected zoning in 1948, 1962 and 1993, and it remains the only large American city without it. Housing stays unusually cheap and a strip club can open next to a school. Deed restrictions do the work instead, which historically protected white subdivisions and not much else.
That was 1 of the hidden places.
