Elizabeth, Georgia, a city that never elected anyone
1995
Cobb County, Georgia

The Georgia General Assembly incorporated the town of Elizabeth in central Cobb County in 1885, and it never functioned. No record survives of a single election for mayor or council. The legislature renamed it the City of Elizabeth in 1964 and residents voted three to one to approve the charter, and still nobody was ever elected. Georgia finally revoked the charter in 1995 in a sweep of inactive municipalities.
