Blackridge, a neighbourhood in three municipalities at once

About 650 houses went up on this ridge between 1920 and 1949, laid out as one continuous development and sold as Blackridge Estates. The borders of Wilkinsburg, Penn Hills and Churchill all cut through it, so the local government can change at a corner. What holds the place together instead is a residents' civic association and a private park and swim club of its own.
