Yonkers pays $1 million a day rather than desegregate

The Justice Department sued Yonkers in 1980 for deliberately concentrating its subsidised housing and its Black and Hispanic students on one side of the city. Judge Leonard Sand agreed in 1985 and ordered 200 units of public housing built on the white east side. The council signed a consent decree, then voted 4 to 3 to rescind it in August 1988, and the contempt fines climbed toward $1 million a day while the city shut libraries and stopped collecting rubbish before it gave in.
