The Justice Department finds Ferguson police running the town on fines

After Michael Brown was killed in August 2014 federal investigators spent six months inside this department's own paperwork. The report they published in March 2015 described a pattern of unconstitutional stops, searches and arrests, and found that city officials had leaned on the police and the municipal court to bring in money, with the tickets and fees landing hardest on Black residents. Ferguson signed a consent decree the following year accepting federal oversight of both its policing and its courts.
