Entergy wanted a gas plant at the foot of the Paris Road Bridge and its 2017 City Council hearings filled with supporters in bright orange shirts. Reporting the following year established that a public relations firm working for the utility had hired professional actors, paid sixty dollars a turn, to sit in those seats. The council fined Entergy five million dollars, the largest penalty it had ever handed down. The plant was built anyway and runs today.
