Governor Bruce Babbitt signed Senate Bill 1245 on 18 April 1984, creating a second Arizona State University campus on the Glendale line. Before that, a West Valley student who wanted a state degree drove across the whole metro area to Tempe. The first phase of construction on the 300 acre site was finished in 1991.
