The Delmar Divide

One street where the census tracts on either side look like different countries: north of it the population is overwhelmingly Black and the housing values are a fraction of what they are a block south. It is not an accident of taste. St. Louis voted a segregation ordinance in 1916, and when courts struck those down the same work was done by private covenants and then by lending maps.
