The 1921 flood and the River Walk

Nine feet of water came through downtown and killed at least fifty, most of them in the Mexican quarter west of the river where the count was never taken seriously. The city planned to pave the bend over. A young architect, Robert Hugman, argued for a sunken garden of shops instead, and the WPA built it in 1939.
