Evanston funds the first city reparations program in America

In 2019 the city council voted to commit the first ten million dollars of Evanston's tax on cannabis sales to a reparations fund, and in March 2021 it approved the first program to spend it. Qualifying Black residents could claim up to 25,000 dollars toward a down payment or home repairs, with eligibility tied to having lived in Evanston between 1919 and 1969, the redlining decades, or to being a direct descendant of someone who did. No American city had funded a reparations program before.
