Quality Hill, the block where East St. Louis money lived

The 1000 block of Pennsylvania Avenue was the good address in East St. Louis around the turn of the century, a row of well built houses in whatever style was fashionable, and the city called it Quality Hill. When the industry went and the city government failed, the block went with them. The historic district now counts four surviving houses and the empty sites of two more.
