Phoenix incorporates in 1900 to keep Harvey from making it dry

Harvey wanted to annex the settlement then known as Phenix Park and bring it under its own ban on liquor. The residents held an incorporation vote in August 1900 instead and carried it 38 to 18, then held the result against Harvey's legal challenge. Black families began arriving from Chicago and the South in 1915, and by 1930 about 15 percent of the village's 3,000 residents were Black.
