The federal government put up eleven housing complexes around Baltimore during the Second World War for the people pouring in to work at Bethlehem Steel and the aircraft plants, and this was one of them: about 900 units built in 1943 on open ground right at the city line, and segregated by race like the rest of them. It was supposed to be temporary. Instead it was modernised in 1983 and stood as public housing for more than sixty years. Demolition started in 2007 for a mixed income rebuild that stalled when the funding ran out, and new apartments did not open on the site until 2014.
