North Harbor is the slice of Indiana Harbor lying north of 138th Street, hemmed in by the ship canal, the lakefront and the enormous man made peninsula of the Indiana Harbor Works. It holds one of the highest concentrations of subsidised housing anywhere in the United States. The city marina, the beach and a casino sit a few hundred yards to the north, and for years there was no safe way to walk to them.
