Al-Islah was founded in 2000 by Bangladeshi immigrants in a city that had been Polish Catholic for eighty years. When the mosque asked to broadcast the adhan over loudspeakers the council amended the noise ordinance in April 2004, and opponents gathered enough signatures to force the question onto a ballot. On 20 July 2004 residents voted 1,462 to 1,200 to keep the amendment. The call has sounded over Hamtramck ever since.
