A resort hamlet near the Canadian line where the handful of registered voters gather at midnight on election days, cast their ballots in about a minute, and hand the networks the first counted results in America. The tradition started in 1960 in the Balsams hotel's Ballot Room, wood-panelled and purpose-built. The town's whole electorate fits in one photograph, and every four years it is the most photographed electorate on earth.
