First Colony Mall opens as the first mall Fort Bend County ever had

Sugarland Properties, the Hines and Royal Dutch Shell partnership that laid out the First Colony development, had wanted a mall on this corner since the mid 1980s. The oil bust stalled it, and a competing mall proposed for New Territory stalled it again. It finally opened on 14 March 1996 with Foley's, Dillard's, JCPenney and Mervyn's, built on one level with carpeted walkways to read as family friendly rather than grand. It was the first regional shopping mall in a county of half a million people.
