Black Oak, the neighbourhood Gary annexed over its residents' objections

Black Oak sat unincorporated in the far southwest corner of the township, closer to Hammond in habit and even in telephone prefix. Mayor Richard Hatcher annexed it in 1976 to widen a tax base the shrinking mills were draining, and residents fought the move hard. It is still the last piece added to Gary and the only neighbourhood in the city with a white majority.
