Wilson Dam and the fight that made the TVA

The government dammed the shoals to power nitrate plants for the First World War and finished six years after the armistice, leaving an enormous public asset with no purpose. Henry Ford offered to buy the whole thing and build a city seventy-five miles long. Senator George Norris fought him off for a decade, and the argument over what to do with it produced the Tennessee Valley Authority in 1933.
