Thirty odd square miles of tidal wetland sit five miles from midtown Manhattan, and for most of the twentieth century that closeness meant landfill. When New Jersey created a commission for the district on 13 January 1969, it held nearly 1,900 acres of unregulated dumps taking more than 5,000 tons of garbage a day from 118 municipalities. Planning was pulled away from the fourteen towns that had been selling the marsh off. Restoration since has brought the count of birds recorded here past 280 species.
