The first state lottery

Concord, New Hampshire
A state with no income tax and no sales tax went looking for school money and, in 1964, legalized the first government lottery in twentieth-century America, dressed as a sweepstakes tied to a horse race at Rockingham Park to stay inside federal law. Tickets were sold at liquor stores and the first drawing was national news. Every other state lottery in the country descends from the workaround invented here.
