A cluster of wooden houses standing on pilings a mile out in Biscayne Bay, begun in 1933 when a man called Crawfish Eddie built a shack over the flats to sell bait and chowder. Through the mid-century it was gambling clubs and bikini clubs conveniently beyond the city's reach. Hurricanes have whittled dozens of structures to seven, now kept by the National Park Service.
