State Community College, the experiment Illinois ran in East St. Louis

In 1969 the Illinois General Assembly built a community college district unlike any other in the state: no local tax base, no local board, paid for straight out of Springfield and run as an experiment by the Illinois Community College Board in a city that could not fund one itself. Voters later chose to abolish it, and its accreditation passed to a replacement district in 1996. That successor was itself dissolved before the decade was out, over its financial and enrollment reporting.
