Starrett City, the integration quota the courts struck down

Built on filled marshland between 1972 and 1975, Starrett City is 46 towers and 5,881 apartments, the largest federally subsidized housing development in the country. Management kept race sorted waiting lists to hold the tenancy near 64 percent white, arguing that without a ceiling on Black and Hispanic applicants the white families would leave. A federal appeals court ruled in 1988 that the Fair Housing Act does not permit open ended racial quotas even when the stated goal is integration.
