Robert E. Lee's first command was building Fort Carroll on a man made island

Brevet Colonel Robert E. Lee got his first command in 1848: pile rock into the middle of the Patapsco until there was an island, then build a hexagonal fort on it. He supervised for about three years. The design called for four tiers and 350 guns and never got close, though the Union did mount thirty cannon here during the Civil War before the magazines flooded in 1864. The 3.4 acre island is abandoned, off limits and now mostly a bird colony, named for Charles Carroll of Carrollton, the last surviving signer of the Declaration.
