Ortega is laid out as a streetcar suburb around four explorer circles

Senator Wilkinson Call's company bought the old Sadler plantation peninsula in 1902 and sold it on in 1906 to the Ortega Company, run by John N. C. Stockton and Charles C. Bettes. In 1909 they had Jacksonville architect Henry J. Klutho draw the street plan, a City Beautiful scheme of four circular parks named for New World explorers with streets radiating out to the St. Johns and Ortega river fronts. A streetcar line down Park Avenue carried buyers out from the city to the lots. The section east of Roosevelt Boulevard was listed as the Old Ortega Historic District in 2004.
