Operation Midnight Climax
Telegraph Hill, San Francisco, California
![]()
As part of MKUltra, the CIA ran an apartment on Telegraph Hill where hired sex workers brought unwitting men to be dosed with LSD while narcotics agent George Hunter White watched from behind a two-way mirror with a pitcher of martinis. It ran for a decade before an inspector general found it. White wrote in retirement that nowhere else could a red-blooded American lie, cheat and steal with the sanction of the all-highest, which remains the program's honest epitaph.
