Highland Park water tower, by the first Black municipal architect in the country

Clarence W. Wigington was the first African American municipal architect in the United States and spent 34 years on the Saint Paul city payroll, designing schools, park buildings and the ice palaces for the Winter Carnival. This octagonal brick and Kasota stone tower went up on one of the city's highest hills in 1928 for about 69,000 dollars. It holds 200,000 gallons and carries an arched observation deck at the top, opened to the public a couple of weekends a year.
