Spring Creek was salt marsh that the city began filling with refuse in the 1930s, and the Fountain Avenue landfill next door took household garbage into the 1980s. The renewal plan was approved in 1996, ground broke in 2000, and the mall opened in 2002 on part of roughly 230 acres of former fill, bringing chain retail to a corner of Brooklyn that had almost none. A second half opened in 2014.
