Evanston's first zoning law and the single-family lakefront

Evanston passed its first municipal zoning law in 1921 and used it to restrict southeast Evanston to single-family houses. Between the rule and the price of lakefront land, the neighborhood filled with the wealthy and stayed that way. The district covers the streets that grew when Chicago's expansion pushed north across the city line.
