Cloverleaf, Harris County, Texas
Cloverleaf began as a station on the Beaumont, Sour Lake and Western Railway and appeared on the 1936 county highway map as an unnamed development. It never incorporated. More than 24,000 people now live here with no mayor, no council and no city services of their own, which is ordinary in unincorporated Harris County and close to unheard of in most of the country at this size.
