Cleveland Heights writes an anti-blockbusting ordinance and enforces it

After watching neighbouring East Cleveland flip from white to Black in a few years during the 1960s, residents here formed the Heights Community Congress in 1972 to stop the real estate practices driving it. They sent matched Black and white couples to the same agents and compared the answers they were given. In 1976 the city council adopted a package banning housing discrimination, blockbusting and steering, and the group used its evidence to sue a local realty firm in federal court.
