Carroll ISD's diversity plan fight turns Southlake into a national test case

After videos of Carroll students chanting a racial slur circulated in 2018 and 2019, a council of more than sixty parents, students and staff drew up a cultural competence plan for the district. Opponents organised against it, and in May 2021 candidates backed by a conservative political action committee took control of the school board and killed the plan. It was one of the first boards in the country flipped on the issue, and the federal Education Department later opened civil rights investigations into the district.
