In 1966 this suburb of eleven thousand people passed an ordinance requiring everyone riding in a car inside the city limits to use the seat belts the car already had. It is credited as the first such law in the United States, eighteen years before New York became the first state to require them. Mayor John M. Coyne, who ran Brooklyn for decades, pushed it through.
