Founded by artists and academics who wrote their preferences into law: no street numbers, no mail delivery, no streetlights, no neon, and trees given right of way over pavements, which is why the pavements buckle. That last point produced the ordinance requiring a permit to wear heels over two inches, free, and mostly a liability waiver. Clint Eastwood was mayor for two years.
