A federal judge merges five school districts into Woodland Hills

Residents sued the state over segregation in the eastern suburbs, and in the case that became Hoots v. Pennsylvania the federal court ordered a remedy the districts had fought for a decade. On 28 April 1981 the judge merged General Braddock, which was mostly Black and close to broke, with the whiter and richer Churchill, Edgewood, Swissvale and Turtle Creek districts. The new Woodland Hills district opened that July with about 9,000 students across twelve municipalities. It is one of only three Pennsylvania districts created by court order.
