The Carol Vance Unit opens the first faith based prison in the country

In April 1997 the Texas prison board handed this unit, then Jester II, to Prison Fellowship Ministries to run the InnerChange Freedom Initiative, an explicitly Christian pre release programme with biblical instruction built into every part of the day. It was the first arrangement of its kind in an American state prison and it was copied in other states. A federal judge in Iowa later ruled a sister programme an unconstitutional use of public money.
