The Ash Street shootout and how Hilltop organised afterwards

Hilltop has been the centre of Black Tacoma since the war years, on the bluff above the port. On 23 September 1989 off duty Army Rangers living on Ash Street traded roughly three hundred rounds with men tied to the local drug trade, a ten minute gunfight that fixed the neighbourhood's reputation nationally. Residents answered by founding Safe Streets and the Hilltop Action Coalition, block watches and a community newspaper that ran through the 1990s.
