Edward J. DeBartolo opened this mall on 29 September 1972, naming it for the Social Security headquarters and the boulevard beside it. JCPenney left in 2001 and its two storey space reopened in 2003 as Seoul Plaza, a mall inside the mall of Korean shops, restaurants and a Grand Mart supermarket, most of which had closed by 2010. Three anchor units now sit empty while Baltimore County takes proposals to redevelop the site.
That was 1 of the hidden places.
